i was reading a book trying to find the answer and i even asked my friend in the FBI and neither could give me a clear answer. so lets see if you guys know. ok i got my police scanner and i am ready to jump out and practice my skills here. i go to a crime scene now i know i cant cross the yellow lines but what are the rules for this. what can and can't i do. any help would be great.

Legally, as long as you stay outside of the prohibited area, you have every right to be there and take pictures if you like (assumeing it is a public place).
Ethically is where it is a grey area. If someone is dying on the sidewalk, is you standing over them snapping photos really the best/most respectful thing?
If you do a search on google you can find a set of photographic guidelines for the types of situations you describe.

Yes, that's perfectly legal to do. Same guidelines as PJ's, etc. If you're interferring with anything, you can be asked to move or leave the area, etc. You never know...a good photo could lead to a deal of work with some local papers and magazines.
