I believe you have that backwards, your background should be reading about 11F if your subjects are reading 8F, the background should read brighter then your subject.......:) If you set your F stop...

Stand back a bit, find something of interest to focus on and use a shallow depth of field (very low F stop).......zoom in a bit also, this will help to blur the surrounding area around your focal...
