My first impression is that it's good, but I am looking for a subject, a small bird, a floating bright colored object.....
Reading the other comments, that it is calming, Yes I would say that is true, if the water were flatter, with much smaller waves.
Technically it's good- depth of field easy to see, no excess blue....

It has this abstract feel to it but a attention grabber will make it better as suggested by robshaw53.
