Photo Impact Pro V. 11

Can anyone tell me if this is a good software to start out with (other than Adobe CS2, as I really can't afford that one). I am not a professional photography, but would love ways to make my photos look a lot better. If this is not one you would suggest, which one would you and why?

Well I have Photo Elements 4 as well as Photoshop CS 2.

You could check www.acdsystems.com they just released a new photo editor. I know their photo management software is good but I haven't played with the editor yet. They offer a 30 day trial.
