Three things that do it for me is 1) emotion, 2) story being told and 3) creativity...for me, it doesn't have to be a 'perfect' photo to capture my attention. Actually, a lot of photos that win the 'prize' aren't technically sound but have that winning impact.

My motto: Once you are consistently producing technically sound photos then it is okay to break the 'rules', once and a while!
