Yes - you're right, although that's kind of why I like it. The photo was supposed to indicate the dynamism of the city/transport network. The woman in the centre, at least, and the old guy at the far right of the picture seem static enough (although a little blurry still) - I hoped that they "anchored" the photo enough for the rest of the blurriness to simply suggest dynamism.

Or, perhaps, it's just a little blurry

I think you partly got what you were wanting, but by putting the focus in the center (not using rule of thirds), you didn't get the full effect--perhaps a tripod, panning?
